something like 4X the stitches needed. Knit 1 or 2 rows plain, then
K2tog, K2 around. Knit 1-2 plain rows, then K2tog, K1 around, knit
another row or two plain then K2tog around. That should give you a nice
ruffle and leave you at the right stitch count for your ankle sock.
